London Borough of Waltham Forest – Stopped on a restricted bus stop or stand


The appellant stopped at a bus stop, which seemed to be an emergency situation.

The appellant attended a previous adjudication where it was adjured (moved to a later date). This is because the Enforcement Authority (EA) failed to provide CCTV evidence.

Within this appeal the EA still did not submit the CCTV footage.


The adjudicator states there is no evidence to disprove the appellants appeal. The EA’s static (still) photographs alone were not enough. CCTV footage is essential to a fair and proper determination of an appeal.

Therefore the contravention is not proved.
