SITUATION

The driver entered a car park and stayed in the vehicle 13 minutes without any payment and left. The vehicle was caught via ANPR (Automatic Number Plate Recognition) camera and issued a ticket through the post.


This one initially seemed straight forward from the get go. Why? Well…Smart Parking’s Accredited Trade Association (more about them here) is the British Parking Association (BPA). Within their code of practice, it states a grace period of 10 minutes.

FIRST APPEAL
An appeal was lodged using the grace period grounds. With the addition of further periods to arrive, park and digest the signs. All this covers the 13 minutes.


RESULT

The appeal was won and the parking charge was dropped.
